Regarding the rebuilding of lost homes, new building codes make it prohibitive in some municipalities. I saw a news item on Fox News where a homeowner said that he could get enough funds to rebuild exactly what he had before the fire but, since the oceans are rising, he now has to build on stilts. The driveway has to be three feet wider. The septic tank requirements were unreal.
So … even if Gov. Newsom waives some of the red tape, people will still not be able to rebuild.
