{"id":12917,"date":"2021-03-05T06:00:33","date_gmt":"2021-03-05T14:00:33","guid":{"rendered":"http:\/\/victorhanson.com\/wordpress\/?p=12917"},"modified":"2021-03-04T17:55:34","modified_gmt":"2021-03-05T01:55:34","slug":"do-bidens-tough-new-sanctions-give-putin-nord-stream-2","status":"publish","type":"post","link":"https:\/\/victorhanson.com\/wordpress\/do-bidens-tough-new-sanctions-give-putin-nord-stream-2\/","title":{"rendered":"Do Biden&#8217;s &#8216;tough new sanctions&#8217; give Putin Nord Stream 2?"},"content":{"rendered":"\n<p>An article by my Hoover colleague Dr. Paul Gregory in The Hill <\/p>\n\n\n\n<p>Western&nbsp;<a href=\"https:\/\/www.npr.org\/2021\/03\/02\/972792693\/white-house-slaps-tough-new-sanctions-on-russia-over-navalny-poisoning\" target=\"_blank\" rel=\"noreferrer noopener\">media<\/a>&nbsp;is greeting the Biden administration\u2019s Russian sanctions as \u201csignaling a tougher stance on Russia than under former President Donald Trump.\u201d&nbsp;<a href=\"https:\/\/thehill.com\/people\/vladimir-putin\">Vladimir Putin<\/a>&nbsp;likely thinks otherwise.<\/p>\n\n\n\n<p>It looks as if the Biden administration has blinked on Putin\u2019s key foreign policy objective \u2014 the completion and operation of the&nbsp;<a href=\"https:\/\/news.yahoo.com\/russias-enemies-fear-biden-wont-014507387.html?soc_src=social-sh&amp;soc_trk=ma\" target=\"_blank\" rel=\"noreferrer noopener\">Nord Stream 2<\/a>&nbsp;pipeline, delivering Russian gas to Europe. The sanctioning of a few Kremlin officials is petty change compared to the decade-long profitable effects of Russian pipeline politics.<\/p>\n\n\n\n<p>Indeed, the new U.S. sanctions do freeze foreign assets and impose travel restrictions on a number of&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-03-02\/u-s-poised-to-sanction-russia-over-its-treatment-of-navalny\" target=\"_blank\" rel=\"noreferrer noopener\">Russian officials<\/a>&nbsp;associated with the attempted poisoning and sham imprisonment of Putin opponent&nbsp;<a href=\"https:\/\/thehill.com\/person\/aleksei-navalny\">Aleksei Navalny<\/a>. Yes, these are significant figures in the Kremlin hierarchy (the chief prosecutor and the head of internal security forces), but they are not the inner-circle kleptocrats that Navalny\u2019s team wanted to see sanctioned.<\/p>\n\n\n\n<p>Largely overlooked in media coverage is that the Russian ruble strengthened after the announced sanctions. Why?
