I. U.S. Doctrines from Washington to Obama<\/strong><\/p>\n

Foreign policy doctrines are as American as apple pie, and as old as the Republic. Start with George Washington\u2019s Farewell Address: The \u201cgreat rule\u201d in dealing with other nations was to extend \u201cour commercial relations\u201d and \u201cto have with them as little political connection as possible.\u201d So stay out of Europe, and keep Europe away from us.<\/p>\n

Echoing Washington, Thomas Jefferson promulgated the \u201cno-entangling alliances\u201d doctrine. John Quincy Adams decreed: \u201cAmerica does not go abroad in search of monsters to destroy.\u201d James Monroe told off the Europeans: Stay out, the Americas are for the Americans, North and South. Teddy Roosevelt doubled down by proclaiming the right to intervene in Latin America.<\/p>\n

Harry S. Truman went global. The U.S. would support \u201cfree people who are resisting \u2026 subjugation by armed minorities or by outside pressures.\u201d So did Dwight D. Eisenhower: He would commit U.S. forces \u201cto secure and protect\u201d all nations against \u201covert armed aggression from any nation controlled by international communism.\u201d John F. Kennedy famously declaimed: \u201cWe shall pay any price, bear any burden, meet any hardship, support any friend, oppose any foe, in order to assure the survival and the success of liberty.\u201d<\/p>\n
